During his time in the Senate, Johnston was a strong advocate for the oil and gas industry, and he played a major role in shaping energy policy in the United States. He was also instrumental in securing federal funding for the Louisiana coastline and river navigation projects.

Before his political career, Johnston was a practicing attorney in Louisiana. He was born in Shreveport, Louisiana in 1932 and received his undergraduate and law degrees from Louisiana State University.
